Somaliland Plans Law Allowing Foreign Banks to Set Up Operations


- Somaliland, a breakaway state in northern Somalia, will pass a banking law early in 2012 establishing a central bank and enabling foreign lenders to begin operations, the speaker of parliament said.

The Central Bank of Somaliland Act, which replaces the 1997 Central Banking Rules and Regulations Act, was presented to lawmakers today in Hargeisa, the capital, where some objections were raised, Abdirahman Mohamed Abdillahi said in an interview today in the city.

“There are few MPs that object to the Act and those who do are only concerned with individual articles,” Abdillahi said. “We are confident that the Act will be passed early next year.”

Lunch Meeting with H E The President Of Somaliland et al The Commonwealth Club, London


On 21st Nov 2011 Friends of Somaliland and Founders of the Somaliland Development Corporation (“SDC”) hosted a lunchtime meeting with the President of Somaliland, with the agenda item being a discussion on the Somaliland Development Corporation. Len Tiahlo, an SDC CO founder, sponsored the event.

With him was Legal Advisor and co –founder Jeremy Carver CBE, formerly Head of International Law at Clifford Chance and Board Member of Transparency International, Steve Taylor, Director of Crown Agents, who have agreed to provide SDC banking services and Paul Whiteway of Independent Diplomat. Fellow co-founder Ambassador Myles Wickstead CBE was absent on travel but passed on his best wishes with great expectations for the SDC.

Vocational training cannot be excluded from the definition of education in Somaliland.


The simple dictionary definition of education is “the process of receiving or giving systematic instruction.” With such a wide definition which can fit absolutely any type of instruction, why is it that education is still defined narrowly in Somaliland?

Most Africans, let alone Somalis, you speak to in the West and back in the continent only consider formal schooling as education. To them education is a very strict clear process. You go to Primary and secondary school and then either move to college or straight to university to study an important subject such as law, engineering or medicine in the hope that one day one would occupy an office post of national importance. By simply looking at the shocking unemployment figures of the graduates of the industrialised world, this mythical passage to an important profession and role can be dispelled.

Somaliland: Unemployment fuels youth exodus from Somaliland


HARGEISA, 22 November 2011 (IRIN) - A high unemployment rate in the self-declared independent Republic of Somaliland, especially among school-leavers and university graduates, has fuelled an increase in migration, with hundreds of young people embarking every month on a perilous journey to Europe through the Sahara Desert, officials said.

"In the months of August, September and October, about 3,500 young men and women from Somaliland went through Ethiopia, to Sudan, then to Libya and on to cross the Mediterranean Sea on their way to western Europe,” Abdillahi Hassan Digale, chairman of the Ubah Social Welfare Organization, who works for the International Office for Migration (IOM), told IRIN.

- In the last decade, six of the world’s 10 fastest growing economies were in Africa. While everyone was talking about China, Angola was in fact top of the list, growing at an extraordinary 11 per cent per year. With the current Euro crisis, Angola has even bought assets from its ex-colonial master, Portugal. Even Ethiopia, a country which has a painful recent history of famine and war, experienced 10.9 per cent GDP growth last year. A growing list of African countries including Ghana, South Africa, Botswana, Namibia and Morocco are on the up. So does this mean that the provision of international aid is finally working?

- Ethiopian troops have crossed the border into Somalia in significant numbers, eyewitnesses say. They say they saw at least 20 vehicles carrying Ethiopian troops. A few hundred soldiers were seen in Gurel town in Galgudud region and there were other sightings around Beledweyne.

Ethiopian authorities have denied the incursion. Their soldiers have not been in Somalia in large numbers since 2009 when they withdrew after a controversial three-year presence. These reports come as Kenyan troops continue their efforts to defeat fighters of the Islamist group al-Shabab in the south of Somalia.

Abaarso Tech University today held a one day business seminar on the role information technology plays in the today’s business world at hotel Mansoor in Hargeisa. Today’s meeting was organized by Abaarso Tech University and funded by USAID’s partnership for economic growth. This seminar is an introduction of new project that will continue for one year and is intended to enhance the quality of modern technology in Somaliland.

The opening ceremony was attended by officials that consisted of instructors from the Abaarso Tech University,founder of Abaarso Tech University Mr. Jonathan Starr, Mr. Mohamed Ali Somaliland expatriate who is Chief Information Officer at one of the top companies in Saudi Arabi,the chairperson of IT organization in Somaliland and other expatriates.

Danish Demining Group In Somaliland: Brief description of the programme


DDG started a humanitarian mine action programme in Somaliland in 1999 conducting the Somalia Phase One Landmine Impact Survey (LIS), clearing mine fields, battle fields and delivering mine risk education. As the threat from landmines and UXOs has decreased, DDG refocused its work in Somaliland to ensure that its work continues to achieve maximum impact for the communities it works with. To this end, in 2006 DDG ceased its mine-clearance activities in Somaliland, while continuing with small scale village-by-village clearance of UXOs.

A Small Arms and Light Weapons (SALW) assessment carried out by DDG in 2007 showed that Somaliland suffers from an excess of uncontrolled arms (i.e. an estimated 80% of all households owns at least 1 firearm) which far too often results in unintended accidents and exacerbates the seriousness of low level disagreements.

Somaliland National Electoral Commission upheld the decision taken by Somaliland House of Representatives which said that the forthcoming local council elections will be held without voter registration. The Commission announced that they will abide by the decision made by Somaliland parliament. The spokesman for Somaliland National Electoral commission Mr. Mohamed Hirsi Geele held briefing to local media in at his office in Hargeisa.

When the great Arab explorer Ibn Battuta landed on Mogadishu's shores in 1331, he was greeted with a feast fit for a king. Hundreds of camels were slaughtered daily to feed the flourishing port city, where a man could eat for ten. The sultan, clad in silk and fine Jerusalem cloth, was followed by a procession of trumpets and colorful canopies upon which golden birds perched. How times have changed in Somalia. Today, centuries of European colonization and political strife, coupled with interludes of devastating drought and flooding, have created a failed state that's become a haven for lawlessness.

For years, Somalia was passed between foreign powers: first the Portuguese, then the British, then the French and Italians. Upon its declaration of independence in 1960, the country's artificially drawn borders proved incapable of anything resembling stability. Now, Somalia remains in a constant state of conflict.

IRI released its first survey of public opinion for the Somaliland electoral district of Hargeisa.


Hargeisa, Somaliland – IRI released its first survey of public opinion for the electoral district of Hargeisa (PDF). This rare poll, fielded September 28-October 8, 2011, is part of IRI’s democracy and governance program and is designed to enable leaders to identify citizen priorities, appropriately manage expectations and better inform the electorate of their progress. Residents of Hargeisa District are largely optimistic about their future and credit the Somaliland government with moving Somaliland in the right direction. The government and president have a very high support rating; however, a significant number of respondents also believe that the current government is out of touch with the needs of the people.

What do Somalis think of dogs, cats and pets?


What do Somalis think of dogs, cats and pets? There are really two questions that I get asked about this, and the answers aren't exactly the same. The first question is what Somalis think of dogs, and the second is what Muslims in general think of dogs. The overall position of Islam on dogs is complicated, and you'll hear different opinions depending on who you ask. The way Somalis feel about dogs, however, is more negative. Dogs aren't part of the culture in Somalia, and the few that are there are wild. Because of this, they are more looked down on than in other parts of the world, and are seen as a (pretty dangerous) wild animal.

I am not all clear about the role of dogs or cats in Islam, but I know that there are a lot of Muslims who are misinformed about dogs. Until very recently, I thought dogs were cursed animals because of the way we stayed away from them growing up in Somalia.

DJIBOUTI: Migrants risk all for "better life"


OBOCK, 15 November 2011 (IRIN) - Thousands of migrants traverse the road between Djibouti’s capital, Djiboutiville, and the coastal town of Obock carrying little more than a bottle of water and the hope that they are heading towards a better life. They pass through an arid landscape strewn with volcanic rock that sustains little life besides the occasional pastoralist and his goats. Temperatures average around 34 degrees Celsius in winter and in summer can reach 52 degrees.

It is just one leg of a journey that, for most, started in Ethiopia or Somalia and for the fortunate ones will end with a well-paid job in Saudi Arabia.

Britain to host conference on Somalia next year


LONDON (Reuters) - Britain will host an international conference next year on tackling instability in Somalia and protecting ships from pirates in the Gulf of Aden, Prime Minister David Cameron said on Monday. The prime minister described the east African nation as a "failed state that directly threatens British interests," citing attacks on tourists and aid workers, and radicalisation of young Britons by militant Islamist groups with roots in the region.

Cameron announced last month that British merchant ships sailing off the coast of Somalia would be able to carry armed guards to ward off pirate attacks, bringing it into line with many other countries.

Israel-Kenya deal to help fight Somalia's al-Shabab

Israel has offered to help Kenya secure its borders as it tackles Somalia's Islamist group, al-Shabab, the Kenyan prime minister's office has said.

It said Kenya got the backing of Israel to "rid its territory of fundamentalist elements" during Prime Minister Raila Odinga's visit to the country. Last month, Kenya sent troops to neighbouring Somalia to defeat al-Shabab, which is linked to al-Qaeda. It blames the militants for a spate of abductions on its side of the border.

EU Report: European Commission Humanitarian Aid and Civil Protection


''HORN OF AFRICA DROUGHT COVERING KENYA, ETHIOPIA, SOMALIA AND DJIBOUTI''

The European Union is one of the world's largest humanitarian donors, having provided to date more than €705 million to the area. This represents nearly one third of the total assistance to the Horn of Africa in 2011. The European Commission alone has so far allocated nearly €160 million in humanitarian aid for the Horn of Africa in 2011 and is mobilising an additional €24 million to assist vulnerable people threatened by famine and the effects of drought in the Horn of Africa. Of this amount, more than 70% will be committed to respond to the drought crisis.

The Council adopted the following conclusions

1- "The EU remains concerned about the situation in Somalia and its regional implications and is actively engaged in alleviating the consequences of the worsening humanitarian situation, restoring security and contributing to peace, development and internal reconciliation in the country. The famine has expanded to six regions of southern Somalia, including Mogadishu, and threatens to further expand across the south affecting nearly half of the population. The EU appeals to all concerned that international humanitarian actors should be given free and safe access to all in need of assistance. The EU will continue to provide humanitarian assistance to the most vulnerable population and encourages others to do so.

What took place during the trial of the Somali women Amina Farah Ali and Hawo Mohamed Hassan, who were convicted of aiding terrorists, was nothing short of U.S. cynicism and hypocrisy. While engaging in a campaign to intimidate the Somali community into silence about the goings-on in their home country, the U.S. has done everything in its power to undermine all efforts to stabilize the East African country.

The trial at bottom undermines some of the foundation of a democratic society. An individual should have the ability to be charitable to whomever they choose to be charitable to. U.S. Attorney Jeff Paulsen said that the fact that the women had done nothing against the U.S. was beyond the point. But I disagree — it is exactly the point.

Explosions in Shabaab-held bases in Somalia

Witnesses heard explosions believed to be near military camps belonging to the al-Qaeda linked Shabaab insurgents outside Somalia’s capital. (Reuters)

At least three explosions rocked Islamist rebel-held regions outside Somalia’s capital, witnesses said Monday, with some reporting it to be an aerial attack.

A huge blast was reported in the Shabaab-held Afgoye region late Sunday, some 30 kilometers (20 miles) south of Mogadishu.

Two other explosions were reported Sunday night in the K50 area, 50 kilometers (30 miles) from the capital, also held by the insurgents.

Ethiopia invites Egypt and Sudan to discuss Nile dam


Ethiopia has officially invited Egypt and Sudan for talks over a controversial dam project, which the horn of Africa country intends to build on the Blue Nile river.

The invitation on Tuesday comes few weeks after Sudan has agreed to join Ethiopia and Egypt for the establishment of a tripartite technical committee that will assess to concerns raised from down stream countries that construction of the massive dam project will reduce water flow.

The ministers responsible for water management in Egypt and Sudan have been invited to Addis Ababa this month for further consultation on ways of jointly fostering future cooperation based on common interest.

AU troops in Somalia facing funding shortfall


African Union troops fighting al-Qaida-linked Islamists in the failed state of Somalia have a $10 million funding gap which has delayed the deployment of reinforcements and lifesaving equipment, officials said Saturday. Senior commanders say the lack of cash is hampering recent advances against the Islamists, discouraging countries from sending troops and may have cost lives.

The shortfall comes as AU troops have taken control of the Somali capital from the Islamist al-Shabab militia for the first time since their mission began in 2007. Last month Kenyan troops crossed the border and opened a second front against al-Shabab, which has been weakened by a famine in its southern strongholds.

AP Interview: Eritrea says it can’t, won’t supply weapons to Somali militants pursued by Kenya


NAIROBI, Kenya — Eritrea’s ambassador to Kenya said Friday that there is no proof to back allegations that Eritrea supplied three planeloads of weapons to al-Qaida-linked militants in Somalia being pursued by the Kenyan army. Beyene Russom told The Associated Press that it would be impossible for the small, East Africa country to supply weapons because it is under a U.N. arms embargo and is being monitored by the U.S. government and the U.N.

“We can’t do that because it is a very complicated operation,” Russom said. “We do not have the capacity to bring three planes in two days, crossing the airspace of Djibouti, crossing the Red Sea and entering the Indian Ocean and entering Somalia airspace, unloading and flying back in this highly militarized area.”

SOMALIA: Rape cases soar in Galkayo camps

NAIROBI, 11 November 2011- Deteriorating security, a culture of impunity and an increase in attacks on internally displaced people (IDPs) in the central Somali town of Galkayo, Mudug region, have resulted in a sharp increase in rape cases, gender activists told IRIN. 

"Attacks on women have gone up dramatically in the last two months and the severity of the attacks has become worse," said Silje Heitmann, the UN Population Fund (UNFPA) gender-based violence (GBV) specialist for south-central Somalia.

Dad of missing boys makes plea for help

Abdul Abubakar wants help from the Somali community to find his two missing daughters

Abdul told the Reporter: "People in the Somali community with ties to Anisa, who are distant relatives of hers, helped fund her trip to Amsterdam and then to Toronto. "I am sure they know where she is now and have regular contact with her, and are keeping her up to date with what is happening over here." But Abdul - who is unemployed and now lives in Hulme - said they were refusing to tell the police the whereabouts of his two sons. Abdul said Anisa had repeatedly threatened to take the two boys back to Somalia - which has no functioning government and is widely thought to be one of the most dangerous countries on earth. He added: "I was devastated because I did not know where my children were for months after they disappeared, and I was worried sick about them."
