Joint statement on delays to Somaliland parliamentary and local council elections

A joint statement from international partners on delays to parliamentary and local council elections in Somaliland.

We, the undersigned regional and international partners of Somaliland, recall the significant agreement between political parties in July 2019 which recognised the “critical importance of holding the long due Parliamentary and Local Council Elections” and “agreed to hold the elections as soon as they will be politically and technically possible”. We are concerned that events have significantly undermined these commitments to the detriment of Somaliland’s democratic credentials and international standing. Likewise, we are deeply concerned by instances of seemingly arbitrary detentions and by increased restrictions on freedom of expression.

The American Conservative: How Somaliland Thrives in Such a Rough Neighborhood

- The United States has been involved in Somalia’s wars for 26 years—half a century if U.S. support for former dictator Siad Barre is included. What has America achieved with the billions of dollars spent arming and supporting various factions in the country over decades? Very little.

Somalia’s government consistently ranks as the most corrupt in the world and only exerts consistent control over parts of the capital, Mogadishu. Despite years of intensive military aid and the presence of hundreds of U.S. soldiers and thousands of African Union Mission in Somalia (AMISOM) troops, much of the country is controlled by al-Shabaab, an al-Qaeda-linked terrorist group, and other armed factions.

Why is the World Ignoring Somaliland? By Garrett O'Brien

- To most, a functionally independent country that lies in the northern part of modern Somalia with a separate government, education system, and even a coast guard would be something out of a fantasy novel. However, Somaliland, hidden on the Horn of Africa, is exactly that. Its four million people declared independence in 1991—the second time they have done so since the colonial period—and have established a robust democracy that has seen peaceful transfers of power between political rivals in 2002 and 2010. Given that it is as large as Uruguay in terms of area, Somaliland clearly has the population, land, and democratic stability to be considered an autonomous nation by the international community. However, no country currently recognizes Somaliland’s sovereignty.
