Somaliland: TOR FOR DOMESTIC ELECTION OBSERVATON CONSULTANT

 
1. Introduction:
 
The Somaliland Non-state Actors (SONSAF) is a forum that brings together 63 umbrella civil society actors. The stakeholders include Somaliland non-state actors which consist of diverse sectors. SONSAF also works with a number of organizations including the national Electoral Commission (NEC), APD, Progressio, the committee for registration of political associations and approval of political parties (RAC).
 
SONSAF has been working in the democratization area for some time; it has undertaken research studies concerning electoral areas including a recent study on the obstacles that might hamper the forthcoming local council election. SONSAF is now seeking a highly experienced consultant to assist them in domestic election observation.
