- For most Somalis general Samatar’s case brings raw emotions to the surface that go to the root cause of why the Somali state came apart. The reaction to his trial and the Supreme Court verdict denying him immunity for his actions while in charge of the formidable Somali army and their role in the genocide in Somaliland and destruction of towns is quite telling.

He is either a saint or a Satan incarnated depending on where one stands (in the line of fire or behind the guns). It is important to note that those defending Samater most vociferously are not denying the bombings of Hargeisa, or the deaths of tens of thousands of people, the mass rapes, summary executions and torture chambers visited on ordinary people throughout Somaliland. They are objecting to finally assigning official responsibility to general Samatar and by extension the former leaders of the government of Somalia.

The Commonwealth: Somaliland Applies To Become a Member

-  The Commonwealth: Redundant or relevant? As Queen Elizabeth II celebrates her Diamond Jubilee this year, her 60 years as Head of the Commonwealth will also be marked. The Commonwealth of Nations evolved from the British Empire, with the main aim of promoting democracy and development among member states. Today, the organisation consists of 54 countries of over two billion people around the globe. And Yemen, Sudan, South Sudan, Somaliland, Madagascar and Algeria are all applying to become members. But with regional blocs such as the European Union and Nato already in existence, is the Commonwealth of Nations of little importance, or does its understated role make it a force to be reckoned with?

- Dear Somalilanders and friends of Somaliland, it is very distressful for me to announce to you all that the Republic of Somaliland’s State Minister For Foreign Affairs and International Corporation, Dr Mohamed Rasheed Sheikh Hassan, has fallen ill on the eve of 25th February and during the President of Republic of Somaliland’s Event in London, UK.

The Minister is in intensive care, at the moment, and has been reported to has suffered from brain Haemorrhage. The Doctors at the Hospital, where he is admitted into after the Emergence Services rescued him at the Event, informed family and friends that they are still working hard to assist the Minister to recover.

Dr Mohamed Rasheed is a prominent member of President Ahmed Mohamed Mohamud’s cabinet Ministers, a veteran Somaliland diplomat and activist for Somaliland’s sovereignty. He is a key figure in Somaliland’s foreign policy and his contributions to the country and to the people of Somaliland are vital. The Minister was the leading force of Somaliland’s campaign to strengthen Somaliland’s independence and preserve Somaliland’s sovereignty prior to the London Conference on Somalia on 22rd February.

Breakaway Somaliland entity targets investors


Feb 24 (Reuters) - The breakaway enclave of Somaliland, which boasts oil and gas potential, has set up a UK-linked corporation to act as an entry point for investors concerned the Somali territory's lack of international recognition would stop contracts being enforced. On a visit to London to attend a conference on Somalia, President Ahmed Mohamed Silanyo told Reuters that the purpose of the Somaliland Development Corporation was to "to attract companies and institutions which want to invest in our country."

"Since we are not a recognised country, insurance is always a difficult problem in Somaliland so if this can help with that, it would be useful."

Somaliland declared independence from Somalia in 1991 and has enjoyed relative stability compared to the rest of Somalia, including the holding of a series of peaceful general elections, but remains unrecognised internationally. Silanyo did not indicate what economic sectors he wished investors to target. But energy and mining minister Hussein Abdi Dualeh said in November the northern enclave had hydrocarbon potential with a geology similar to basins containing 9 billion barrels across the Gulf of Aden.

Former Somali General Mohamad Ali Samatar Admits Liability For War Crimes


- Feb 23, 2012 — Mohamed Ali Samantar became the first to be held accountable for the atrocities of the brutal Siad Barre regime in the late 1980s.

A seven year court battle that went all the way to the U.S. Supreme Court ended in a federal courtroom in Virginia on Thursday when former Somali Gen. Mohamed Ali Samantar admitted liability for war crimes and human rights abuses committed in the late 1980s, when he was the defense minister and commander of military forces in Somalia.

The case against Samantar was brought by former Somali citizens who were granted asylum in the U.S. They had suffered years of imprisonment, torture, rape and abduction — one even survived a firing squad under a pile of bodies. When they discovered that Samantar, their one-time tormentor, was living in the U.S. too, they sued him in federal court under the Torture Victim Protection Act, a law passed in 2006 to ensure that the U.S. would not be a safe haven for human rights abusers.

London Conference on Somalia and what Somaliland benefited from it– Overview


Somaliland benefited from attending the London Conference in the following ways:

• President Silanyo was treated no differently from the head of a state of a recognized country. He held bilateral meetings with the Foreign Secretary, William Hague, and the Development Minister, Andrew Mitchell on the eve of the Conference, 22 February 2012.

• At the conference, which was chaired by Prime Minister David Cameron, he also sat shoulder to shoulder with leaders from other countries in the conference. Several delegates made positive references to Somaliland in their speeches to the conference.

• President Silanyo had the opportunity to place on record before world leaders the desire of the Somaliland people to be recognized as an independent state. He called for “an international discussion about the future of Somaliland, launching a process leading to recognition of our state”, adding that “we are convinced that an internationally recognized Somaliland will be even better placed to contribute to a stable and peaceful Somalia.”

In his statement to the Conference, the President said that peace and stability in Somalia “will not be achieved by the top-down imposition of a re-created centralized state,” noting the tendency of the international community to focus on approaches that over-emphasize the role of central government institutions in Mogadishu. He instead laid out his views on a bottom-up process to building peace and stability in Somalia, drawing lessons from what worked successfully in Somaliland in the early 1990s.

2. We met at a key moment in Somalia’s history. Somalia is emerging from the worst humanitarian crisis in the world. African and Somali troops have pushed Al Shabaab out of Mogadishu and other areas. The transitional institutions come to an end in August 2012, and the people of Somalia want clarity on what will follow. The situation remains precarious, and in urgent need of support from the international community.

Strengthening the UK's relationship with Somaliland

Foreign Secretary William Hague met President Silanyo of Somaliland on 22 February, the eve of the London Conference on Somalia. The Foreign Secretary and President Silanyo reaffirmed the close ties between the UK and Somaliland. They agreed that Somaliland was making progress in further embedding democracy and discussed issues of mutual interest, including cooperation on trade and to counter piracy. Over the next three years, the UK will provide up to £105 million in development support to Somaliland to promote prosperity, tackle poverty and consolidate progress on stability and democracy.

Speaking after their meeting, the Foreign Secretary said:

“I am delighted to see President Silanyo in London for the Conference on Somalia. Somaliland has valuable lessons to share from its own experience of building stability and democracy. I welcome President Silanyo’s participation at the Conference and am grateful for Somaliland’s continued co-operation in the fight against piracy and terrorism.”

Somaliland recognizes piracy as a crime, convictions to bring max jail term of 25 years


- Somaliland’s parliament has passed legislation recognizing piracy as a crime and allowing for pirates convicted abroad to be transferred to the breakaway enclave, officials said on Wednesday.

Somaliland, which declared its independence from Somalia in 1991 but is still not recognized internationally, said the laws were a sign of the territory’s commitment to fighting maritime attacks off Somalia’s shores.

The two laws come ahead of a conference on Somalia in London on Thursday, at which Britain wants to push for the anarchic Horn of Africa country to play a greater role in the fight against a criminal enterprise that costs the world economy billions of dollars each year.

Somalia has lacked effective government for the last two decades, but Somaliland - which has a coastline facing Yemen - has stronger central authority.

Somaliland and Somalia: future allies no longer deadly foes

- Despite 30 years of political, economic and military oppression that climaxed with the genocide in 1988 and all the unrelenting antagonism blistering from Somalia, the people from Somaliland are not bitter and are looking forward to collaborate and live side by side peacefully with Somalia as separate sisterly countries. Not only that, Somaliland can play a major role in finding a lasting panacea for Somalia’s chronic plight.

A healthy Somaliland-Somalia relationship will only be possible if Somalia officially admits and apologizes for the crimes committed against Somalilanders. In addition to that, Somalia must unconditionally recognize the sovereignty of Somaliland. These few noble gestures will safe Somalia from self annihilation and the general feeling of international community’s dissatisfaction that culminated in Somalia’s anarchy will be brought to an end. This is the only way forward and there are no other alternatives.

The World Must Recognize Somaliland On Its Historical Borders


-The Arab World with the leadership of Saudi Arabia must show the courage of recognizing Somaliland Republic on the basis of its own historical, colonial borders as the diplomatic and international recognition of every Arab country is based on its own historical, colonial borders so the West will follow to recognize Somaliland too.

The United Nations, African Union, African States, or the Arab World did not draw or make the current borders of African States and Arab World. All the borders of Arab World and Afric an independent states had been drawn by the colonial powers of Europe. Analysis: Britain's rudderless ride to Somalia's rescue


- For the first time, the autonomous (not independent, as much as they want to be) breakaway region of Somaliland is participating. Somaliland has historically avoided these kind of international events because it has never been given the sovereign recognition it believes is just reward for 20 years of stable democracy in the midst of the Somali chaos. Somaliland’s government is participating in this conference against the wishes of most of its people, but perhaps thinks the time is right for the international community to take note of its undeniable success. “Somaliland’s message in London is simple: If the definition of madness is repeating the same action again and again yet expecting a different result each time, then we are your sanity pill,” commented Sharif.

Still, Somaliland is unlikely to find many sympathetic ears at the conference, not among the other Somali participants who cling to the idea of a pan-Somali state, and not from the international community wary of balkanising the country, and that Somaliland’s success is the exception rather than the rule. All indications point to another frustrating, inconclusive talk-shop, dominated by international agendas and producing more of the same. Somaliland: Durable solutions to long-term displaced


- The string of banging hammers is shadowed by mesmerizing chants of Somali poetry and mischievous jokes. “Hey! You young ones we need more water, and hurry. Faster, faster,” shouts a middle aged man bent over his shovel in the midst of mixing the cement and sand into a thick paste. A roar of laughter rises from the skeletons of houses growing from the dusty, red soil. The construction site is just a stone throw away from the Aden Suleiman settlement for internally displaced people and returnees from Ethiopia, in the eastern part of semiautonomous Somaliland in northern Somalia.

The sun is close to its high peak, but the men laying the bricks are undeterred by the merciless rays. They are all in sync with the tasks at hand and have one goal in mind – to complete the houses as soon as possible for their families who live in shackles with limited protection against the sun, wind, rain – and intruders.

“When I can move into this new house, it will change my whole life. I will have a door to close behind me. My children can have a clean and safe environment. As a woman, I feel that finally I can have dignity,” said Deka Ahmed Mahamad (20).

- Although considered a de facto State, not yet recognized by the international community, Somaliland has used a democratic process since 1991, which is a model of transition from the traditional clan system to a democratic, multiparty, and bicameral system. Since the last presidential election of 2010, the region has maintained stability and participatory development processes, making it stand out from neighboring regions. These trends are partly due to the high degree of government accountability to citizens, which stems from the purely local tax collecting system.

Nevertheless, this society still faces major challenges such as the absence of international recognition and foreign investment, high unemployment, low salaries for civil servants that could lead to an inefficient and corrupt system, lack of infrastructure, piracy and exploitation of resources, border conflicts and disputes of land ownership and violent extremism, which seem to affect all of Somalia´s regions.

- The upcoming London Conference on Somalia, and the UK’s urging of theSomaliland Government to attend, has understandably generated a lot of debate and comment within the Somaliland community, both within and outside the country. One of the stated objectives of the conference, according to Matt Baugh, Senior Representative for Somalia, is to “…reinforce the relative stability in areas of Somalia, such as Somaliland and Puntland and in the south…”. This statement has, again understandably, aroused the ire of the people of Somaliland since they recovered their sovereignty from the erstwhile Republic of Somalia in 1991, and have steadfastly maintained their distance from the anarchy, state collapse and war that have engulfed Somalia ever since, despite repeated attempts to drag them into this unending maelstrom.

Somaliland and its people expected more from their former colonial protector, and it is either a reflection of the insensitivity of the current Foreign & Colonial Office to the aspirations of the people of Somaliland, or simply of their lack of knowledge of the politics of the Horn of Africa, that they refer to Somaliland as a region of Somalia, as Puntland is. The interpretation that many hardline, anti- Somaliland politicians within Somalia have given this British insensitivity or ignorance, is that the British have coerced the Somaliland Government to attend the conference as a regional authority, just like Puntland, Galmudug etc.

The Republic of Somaliland, like all other nations, wishes peace and stability for the people of Somalia who have been mired in perpetual conflict for the last two decades. The lack of international recognition of the Republic of Somaliland is, however, not only a hindrance to the further development of this shining democratic country, but it is also an impediment to the search of stability in Somalia.

Somaliland: A Diamond in the Rough? Africa's Newest Central Bank Opens in an Unexpected Location

- Last week, lawmakers in Somaliland (Somalia's northern, semi-autonomous region) reportedly established Somaliland's first central bank. The measure will pave the way for foreign commercial banks to start operating in Somaliland by 2013, providing much-needed financing support for Somaliland's private sector businesses. Simultaneously, the donor community (represented by multilateral institutions and both Danish and U.S. aid agencies) has expressed a strong interest in Somaliland. Two questions arise: How can international donors further support Somaliland's businesses and what can they learn from the parliament's new central bank?

Somaliland claimed independence from Somalia in 1991 and has since formed its own parliament, government, schools, infrastructure, and health care systems. Certain sectors have flourished even in the vacuum of a strong central government presence, including telecommunications, mobile banking and money transfer services, and livestock trading. Despite Somalia's problems, Somaliland's private sector has grown and prospered. A 2010 CGD working paper highlighted how businesses made major contributions to Somaliland government and non-government institutions -- despite the lack of international intervention.

- Those who read my writings are fully aware that I am committed to the concept of Somaliland independence. I remain more so today than ever before. I am fully convinced that the people of Somaliland could only survive as people if they hold on to the Somaliland state. The concepts of Khaatumo, Awdal, Zeila, Maakhir , SSC and SNM is nothing but the invasion of tribal chaos from Somalia. Such an invasion and deliberate destabilization happens with every Somali Reconciliation Conference. Somaliland has survived 14 invasions of a similar nature and it will survive this one as well.

Somaliland needs to free its people from the deadly epidemic of the ideology of tribal disintegration by offering more peace, more democracy, more transparency and a full measure of dignity for every citizen in place of the death, war, famine and displacement peddled by tribal hatemongers and merchants of death who love the comfort of their heated homes in the diaspora and who spend their vacations inciting Somali nomads to massacre each other just as they are about to die of starvation. A new way: Somaliland's statebuilding. By Anne-Marie Brinkman


- Diplomats, aid workers and their governments agree that local capabilities are the baseline and drivers of change, but apparently find it impossible to act in a way that reflects this in day to day situations. I met the army officer and USAID employee at Columbia University. They both have a wealth of experience, a true motivation to serve their country and the desire to support the Afghan government and people. They came to talk about the way civil-military US coordination has improved. They stressed how hard it still is despite the progress to get things done and achieve results. They mentioned how it was often easier to work with the Afghans then among their fellow countrymen and women. They highlighted the fact that the Afghans rule their own country, even if United States staff or citizens thought they did, or aspired to do. But although they acknowledged this fact, their statement and ideas swirled around the impact they could make with more money, more coordination, and more staff.

I have encountered the same type of discussions many times in East Africa over the last couple of years. Diplomats, peacekeepers and aid workers talk about the way the local government or civil society should change: how they can receive the necessary sums of money to increase capacity and support their development, and how their human rights record or their advocacy efforts can improve. The foreign development community tries to develop blueprints to speed up building peace, develop statehood or improve free speech.

Somaliland: Glaxo SmithKline PLC to establish an office


HARGEISA-One of the world’s third largest multinational pharmaceutical company GlaxoSmithKline held a press conference at Mansoor hotel on Sunday February 12, 2012 to inform the Somaliland market that their company will begin importing to Somaliland all their pharmaceutical products. Galaxo SmithKline Plc. or GSK as it is known was formed back in 2000 after GlaxoWellcome merged with SmithKline which saw the creation of the third pharmaceutical company in the world.

The multinational company has offices in more than one hundred countries around the world. Glaxo SmithKline’s Djibouti representative Mr. Said Omar who is the owner of DANKALE Pharmaceutical will be country manager. Dr. Farah Liban Ahmed who is one of the top pharmaceutical product importers to the country will be the sole distributor of all Glaxo SmithKline products from asthma, cancer, virus control, diabetes and many more products.

Somaliland Ready To Combat Piracy


- The break-away state of Somaliland purchased speed boats in an effort to secure its waters and stem piracy and Illegal fishing. Somaliland’s minister for fishing, Abdulahi Jama Geeljire handed over the new speed boats to staff of the ministry during a ceremony today. The transfer ceremony was held in Berbera- Sahil region and presided over by Minister Abdulahi Jama Geeljire who addressed the public and explained the aims of purchasing these speed boats.

“I am glad to be here today and would like to inform you that we purchased these two speed boats. We need to maintain the security of our seas and fight against illegal fishing vessels including piracy. These two speed boats should help our staff within the ministry,” he said. The speed boats were purchased by the Somaliland government.

“These speed boats were purchased by the government in an effort to secure our sea. Soon we shall purchase more. We intend to give priority to developing the fishing, livestock and agriculture sectors this year. 30% of government income will be spent on these ministries,” added Mr Geljire.

PetroTrans negotiates to extend Somaliland port


Feb 13 (Reuters) - PetroTrans, a Chinese oil and gas producer could conclude preliminary negotiations with Somaliland for the extension of the key port of Berbera by the end of this year, but has scrapped plans to build a liquefied natural gas facility.

Philip Hirschler, a legal adviser for PetroTrans, said from London the firm planned to extend Berbera port's container and mineral export services following an agreement it signed with the government of the breakaway enclave of Somalia last August.

The Horn of Africa has been attracting increased investments in exploration by foreign oil firms, due to its proximity to east Africa, where oil has been discovered in Uganda and natural gas found in Tanzania.

Somaliland still blighted by plastic bags


HARGEYSA, – More than 6 years after the republic of Somaliland banned plastic bags, the landscape of its capital city, Hargeysa, continues to be dominated by the brightly coloured bags. Somaliland people use the plastic bags on daily basis for almost anything to be carried whether food, clothes, or Khat. It can be found in almost every house hold.

Although the ban has taken effect, the use of bags continued unabated. It has even become known as "Hargeisa flowers" because they are often found on trees.

During my service as Admin/Finance officer in the Pastoral and Environmental Network in the Horn of Africa (PENHA) in Hargeisa , Somaliland , we have initiated the cleaning of plastic bags from the streets of the cities and towns in the country. We have also demanded that biodegradable plastic bags be replaced with current ones that take more than 1000 years to degrade.

Somaliland: Once Again Left With Bad Options.

- In the two decades the International community has endeavored to stabilize Somalia, it has, on many occasions, placed Somaliland in a no-win situation. History will repeat itself on February 23rd when another “Somalia Conference” will convene in London. Intentionally or not, Somaliland is once again left with two undesirable options that essentially equate to being between a rock and a hard place!

The first is to attend the Conference and give legitimacy to a corrupt and unelected outfit from Somalia further depressing Somaliland’s prospects for Recognition. Attending this Conference could give credence to the fraudulent notion that Somaliland is part and parcel of Somalia. The international community’s posture has been to wait-out Somaliland until Somalia is settled. Why would the hosts of this Conference – who are seen sympathetic to Somaliland’s cause – hint Somaliland as a “region” in Somalia?

British Foreign Affairs Committee discuss Somaliland and Somalia


LONDON — UK Foreign Secretary William Hague, speaking on Thursday in the House of Commons said Somalia presented the greatest challenges facing the modern world. He said for twenty years Somalia has not had a functioning government and “presents the most acute symptoms of a failed state”. He made the remarks during a debate that saw Somaliland and security topics dominate the talks. Highlighting the two-fold humanitarian difficulties, Mr. Hague stated that between 50,000 and 100,000 people, mostly children starved to death in Somalia last year alone.

He said unless confronted Somalia’s problems are expected to rise and British interest both in the region and home soil were in the firing line. “We need to do so to reduce our vulnerability to terrorist attacks, to maintain the free flow of trade on which our economy depends, to limit our exposure to the effects of uncontrolled migration, to increase the support that we can give to education and economic development in Somalia and to support the stability of a part of Africa where our country has a great many interests and our nationals have been shown to be vulnerable,” he said.
