Ethiopia invites Egypt and Sudan to discuss Nile dam

Ethiopia has officially invited Egypt and Sudan for talks over a controversial dam project, which the horn of Africa country intends to build on the Blue Nile river.

The invitation on Tuesday comes few weeks after Sudan has agreed to join Ethiopia and Egypt for the establishment of a tripartite technical committee that will assess to concerns raised from down stream countries that construction of the massive dam project will reduce water flow.

The ministers responsible for water management in Egypt and Sudan have been invited to Addis Ababa this month for further consultation on ways of jointly fostering future cooperation based on common interest.

AU troops in Somalia facing funding shortfall

African Union troops fighting al-Qaida-linked Islamists in the failed state of Somalia have a $10 million funding gap which has delayed the deployment of reinforcements and lifesaving equipment, officials said Saturday. Senior commanders say the lack of cash is hampering recent advances against the Islamists, discouraging countries from sending troops and may have cost lives.

The shortfall comes as AU troops have taken control of the Somali capital from the Islamist al-Shabab militia for the first time since their mission began in 2007. Last month Kenyan troops crossed the border and opened a second front against al-Shabab, which has been weakened by a famine in its southern strongholds.

AP Interview: Eritrea says it can’t, won’t supply weapons to Somali militants pursued by Kenya

NAIROBI, Kenya — Eritrea’s ambassador to Kenya said Friday that there is no proof to back allegations that Eritrea supplied three planeloads of weapons to al-Qaida-linked militants in Somalia being pursued by the Kenyan army. Beyene Russom told The Associated Press that it would be impossible for the small, East Africa country to supply weapons because it is under a U.N. arms embargo and is being monitored by the U.S. government and the U.N.

“We can’t do that because it is a very complicated operation,” Russom said. “We do not have the capacity to bring three planes in two days, crossing the airspace of Djibouti, crossing the Red Sea and entering the Indian Ocean and entering Somalia airspace, unloading and flying back in this highly militarized area.”

SOMALIA: Rape cases soar in Galkayo camps

'' Clashes between Puntland forces and a clan militia in early September in Galkayo contributed to the increase in rape''.

NAIROBI, 11 November 2011- Deteriorating security, a culture of impunity and an increase in attacks on internally displaced people (IDPs) in the central Somali town of Galkayo, Mudug region, have resulted in a sharp increase in rape cases, gender activists told IRIN.

"Attacks on women have gone up dramatically in the last two months and the severity of the attacks has become worse," said Silje Heitmann, the UN Population Fund (UNFPA) gender-based violence (GBV) specialist for south-central Somalia.

Dad of missing boys makes plea for help

Abdul Abubakar wants help from the Somali community to find his two missing daughters

Abdul told the Reporter: "People in the Somali community with ties to Anisa, who are distant relatives of hers, helped fund her trip to Amsterdam and then to Toronto. "I am sure they know where she is now and have regular contact with her, and are keeping her up to date with what is happening over here." But Abdul - who is unemployed and now lives in Hulme - said they were refusing to tell the police the whereabouts of his two sons. Abdul said Anisa had repeatedly threatened to take the two boys back to Somalia - which has no functioning government and is widely thought to be one of the most dangerous countries on earth. He added: "I was devastated because I did not know where my children were for months after they disappeared, and I was worried sick about them."

Sedgefield guy makes good in Somaliland

Sedgefield guy makes good in Somaliland

Why did you volunteer to go to Somaliland? I started working with the MSF South Africa office in Jo’burg in December 2010. To start, I worked on an advocacy campaign called Solidarity for Survival, which looked at speaking out about the terrible conditions under which migrants and refugees live when they come to South Africa. I did a lot of work with Somali refugees, talking to them about the barriers they faced in getting healthcare in South Africa. After I did my diploma in Humanitarian Assistance, I really wanted to see what it would be like working for MSF in the field. I underwent an assessment and joined the MSF pool of field staff. When they found me a position in Somaliland, I said ‘yes’ immediately! The first day was incredibly stimulating. I was bombarded by a mix of emotions and expectations. I wanted to learn about the project and get to work immediately, but of course...

Somaliland (Oxfam): An oasis in the drought

''Soil banks protect water run-offs and ensure that precious water once again flows to vital grazing areas. They also provide much needed income to people affected by droughts. Caroline Berger reports from Somaliland''

In the parched woodlands of central Somaliland peppered with giant brown termite mounds, I find Mohammed preparing his charcoal kiln with a heap of logs at his feet. His blackened fingers deftly work, quickly throwing freshly cut firewood onto the growing pile. Since the drought, Mohammed, who was once a flourishing pastoralist, has become a hunter gatherer, burning trees and killing dikdiks (tiny antelopes) to survive. Mohammed tells me: “Most of my livestock died and I only have two cattle left. I started burning down trees to produce charcoal.

Feeding the Present and the Future in the Horn of Africa. By Jessica Hartl

It was not unexpected. USAID has been working in the eastern Horn of Africa for years, so climate scientists, USAID teams, and partners saw the cyclical droughts happening more and more often. From every 20 years, to every 10 years, and now more frequently. Soaring global food prices, combined with drought in 2007 and 2008, hit the region hard. In response, USAID worked with government, U.N. and NGO partners to increase the resiliency of drought-prone communities.

These efforts have helped many escape the worst effects of the current drought. But for some, the scorched landscape returned too soon, before they had a chance to recover. In August 2010, USAID’s Famine Early Warning Systems Network (FEWS NET)

Enforcing Taxation for Leasing Buildings to NGOs in Somaliland. By Casey Kuhlman

I have seen Somaliland grow unimaginably during the short three and a half years I have been living here. Institutions are maturing; businesses are booming; people are more hopeful than ever. With this increasing growth, sophistication, and maturity comes an increasing reliance on rules rather than clan-and family-based trust to regulate the conduct of the large entities of the country. The presence of rules is a good thing, no matter what the business leaders from Mogadishu claim. Think of it like this. If a football player is extremely dominant in his primary school league does that mean anything? How high are the stakes in that situation? Beyond his parents, family, and friends who cares that he is the dominant player?

Yet, if the same player grows through the B-Leagues to the A-Leagues and perhaps even is scouted to go play for a major European club will people care then? Certainly. Will that player be subjected to more rules and more stringent application of the rules? Certainly.

Into Africa: A Somaliland Experience By Elayne Clift

In October 2011 I had the opportunity to spend two weeks volunteering in a hospital in Hargeisa, capital of Somaliland. What follows are excerpts from my journal about that experience.

The airplane which carries me from Dubai to Hargeisa, capital of Somaliland, is so old it looks like pieces of metal will fall off any minute. The tires are virtually bald and the interior is shocking with broken seats, filthy carpet, no working lights or air vents. There is no cabin crew and the aisles quickly fill up with luggage. There is the smell of urine and sweat. Upon arrival, people at immigration are shouting, shoving, snarling themselves up, barking orders that are ignored. I spot a man who must be my greeter. We drive to the hospital.

“City of hope”: Reflections from Somaliland {Hargeisa}. By Oxfam

''Oxfam Report!''

Like many people, my impression of Somalia is coloured by the familiar TV images of a lawless land governed by conflict, piracy and bloodshed. With this in mind I was a little apprehensive to visit Somaliland, neighbour to the world’s most failed state. But despite its name, Somaliland is a peaceful haven on the corner of chaos. An unrecognised and self-declared autonomous area which broke away from Somalia in 1991, it even has its own parliament, currency and army. Driving through the streets of Hargeisa, Somaliland’s capital, was like venturing into a clash of rural and urban lives. Goats and businessmen jostled for space on the cramped pavements.

Women clad in colourful headscarves, balancing jerry cans, elegantly negotiated their way through rows of qat chewing customers and the hum-drum of construction sites housing western style hotels.

A lesson in stability from Somaliland

Last month Al Shabaab, the Somali fundamentalist Islamist group with ties to Al Qaeda, claimed responsibility for a deadly truck bombing in Mogadishu in which more than 85 Somali students died as they waited in line to see if they had won scholarships to study in Turkey. Somalia arguably is the world's most ungovernable country, and a graveyard for many of the United Nations' unsustainable policy initiatives. But in reality Somalia is three different entities: Somaliland, Puntland and south central Somalia, where the current humanitarian disaster is unfolding.

Somaliland, the northern territory of Somalia, has shown itself to be a lawful and productive nation. Somaliland's order contrasts dramatically with the rest of Somalia, which has collapsed into clan-driven violence, terrorism, piracy and lawlessness.

Hajj: A Spiritual Journey

''Labayk Allahuma Labayk Labayk. La shareeka laka Labayk. Innal hamda wannimata laka wal mulk. La shareeka Lak''

(Here I am at your service, oh Lord, here I am - here I am. No partner do you have. Here I am. Truly, the praise and the favor are yours, and the dominion. No partner do you have.)

These are the words chanted by some two million people from across Saudi Arabia and throughout the world heading, as if pulled by a magnet, to one single spot on Earth. As has happened every year for 14 centuries, Muslim pilgrims gather in Makkah to perform rituals based on those conducted by the Prophet Muhammad during his last visit to the city.

Somaliland says open for oil business, pirates beware. By Ed Stoddard

 Open for Oil Business.

CAPE TOWN (Reuters) - The break-away territory of Somaliland is open for hydrocarbon business and has a message for investors worried by its rough neighborhood: this is not Somalia and pirates here go to jail. Hussein Abdi Dualeh, the minister of energy and mining, said it was unfair to lump Somaliland with lawless Somalia, where pirates have captured oil tankers and headlines.

"We have no navy to speak of but what deters pirates is the prison sentences they get, 25 years or more. We have been successful in catching them with limited resources," Dualeh told Reuters on the sidelines of an African oil conference.

Somaliland says has huge, unexplored oil potential

CAPE TOWN (Reuters) - The break-away African nation of Somaliland has huge hydrocarbon potential but is virtually unexplored, an African oil conference heard on Tuesday.

Hussein Abdi Dualeh, Somaliland's mining and energy minister, said the country was off investment radar screens not least because many people did not even know it existed.

But he told delegates at the annual Africa Oil Week series of conferences that geography and geology highlighted its oil and gas potential. "There is very high potential for considerable reserves of hydrocarbons in Somaliland but it is one of the least explored countries in the region," he said.

Somaliland National Development Plan ''2012-2016, and The National Vision by 2030'' Released

Documents:
- S/ land National Vision 2030/ S.Land development plan 2012-16.
''Read them all below''

The Ministery of Planning and Development  recently released two documents which came to our attention.  These are the first comprehensive plans which have been released under the guise of the Silanyo administration. On a first read they are quite good. But plans are quite easy to assemble. You grab a bunch of donor-friendly buzzwords and you compile them into a cohesive couple of paragraphs. The hard work comes in implementing the plans.

Full recovery and rapid development of 2012 – 2016 has been finally announced

Last week, after four years of JNA failure package, was another a big ceremony held at presidential palace, in Hargeysa, marked on wednesday 27th October 2011, the last day of the government’s announcement S/ land $ 927million Draft of Somaliland National Development Plan with the presence of ministerial heads, many officials and International Agencies in preparations for long term vision extended to 2030 process of Reconstruction and Development Plan earmarked for Somaliland for the next five years at a estimation cost of $927.27 million.

Today is one of my happiest days since got I matured of following Somaliland affairs for decades, in this week, when I saw and heard the announcement of five year developments plan including financial management, budget control and accountability. This is without doubt will equate to a staggering amount of increasing revenues and will follow decent live for Somaliland people.

Constructing a Reliable Central Bank in Somaliland

As the nation looks forward to the upcoming elections, I write this article to remind the Parties of their responsibility to the country. Conducting a coherent election, in a transparent manner, will no doubt strengthen our case for recognition and nation building but I say “what is recognition if our institutions are not robust and transparent”? The answer to that question is that we will be like any other failed African nation, and that is not good enough. Somaliland must reform its institutions firstly; so that we can utilize every financial opportunity effectively and secondly so that corruption can be defeated at all levels.

In this article I wish to highlight the necessary steps, which can be taken by the present or future government to build the Somaliland Central Bank.
