"Archive": The other Horn of Africa. By Ahmed M. M. Siilaanyo'
HARGEISA: Drought, famine, refugees, piracy, and the violence and
terrorism endemic to the shattered city of Mogadishu, a capital ruined
by civil war: these are the images that flash through peoples' minds
nowadays when they think of the Horn of Africa. Such
perceptions, however, are not only tragically one-sided; they are
short-sighted and dangerous.Behind the stock images of a region trapped
in chaos and despair, economies are growing, reform is increasingly
embraced, and governance is improving. Moreover, with Yemen's government
imploding across the Red Sea, the Horn of Africa's strategic
significance for maritime oil transport has become a primary global
security concern. In short, the Horn of Africa is too important to
ignore or to misunderstand.
The UAE's active role in Horn of Africa peace-making
- But DP World’s presence in the Horn is no longer confined to
Djibouti. The company operates the strategically vital port of Berbera,
in breakaway Somaliland, which it hopes will become a major gateway for
east and central African trade. Further afield, DP World is building
logistics hubs in Rwanda and the Democratic Republic of Congo.
Separately, agreements on agriculture and security are in place between
the UAE and Uganda and Eritrea respectively.
This year, Abu Dhabi pledged Dh11 billion ($2.99 billion) in aid to Mr Abiy’s government. The UAE and Saudi Arabia also helped broker a landmark deal between Mr

Cheetah conservation gets eastern European support in Somaliland – CCF’s role instrumental
- How can a self-governing territory in Africa where
wildlife crime is a way of life, be expected to take abandoned and
neglected wild animals seriously? To them it is a non-issue.
Intent
to help change attitudes, at the same time accomplishing concrete
conservation goals, the Namibia-based Cheetah Conservation Fund (CCF)
this week announced it has put together an international partnership
between African and eastern European institutions to help the people of
Somaliland treat and care for confiscated wildlife.

Restoring hope to recover after Cyclone Sagar (Somaliland)
- In May 2018, Cyclone Sagar stormed across the Gulf of Aden and
made landfall in Somaliland, disrupting the lives of over 670,000
people. Six months later, efforts to restore livelihoods are finally
starting to show results.
"On that night, strong winds tore the ceiling apart and broke some of the wooden branches of our hut. We were forced to move to a nearby school for shelter," says 39-year-old Rahma, a mother of four children. Her house in Baki village was destroyed during the storm. The huge floods washed away their farmland and killed her goats. The cyclone caught many farmers unprepared. After months of drought, cyclone rains were sudden and fierce....

Ethiopia Posts New Consul to Somaliland
- The Ethiopia government has appointed a new consul to Somaliland capital Hargeisa. Even though the news was not official, reports confirm that the new consul will be Mr.Shamsudin Ahmed Roble who once served as Ethiopia's ambassador to Djibouti and Kenya.
The new envoy replaces the former ambassador Mr.Berehe Tesfaye who had been the resident diplomat in Hargeisa for more than a decade. According to the Ethiopians Mr.Shamsudin has been based in Addis Ababa following Ethiopia's government move to recall dozen of diplomats across the globe.

Old friends celebrate Somaliland connection at lunch

- Dr Edna Adan Ismail, a British-trained nurse and midwife who founded a
hospital in the republic’s capital Hargeisa, was greeted at Leander
Club by members of the Henley Borama Friendship Association. She
was in Britain to collect an honorary doctorate from London South Bank
University and was accompanied by Rhoda Ibrahim, the director of the
Somali Advice and Forum of Information. Dr Ismail spoke
about the hospital, which opened as a maternity unit in 2000 with only
26 trainee midwives but now delivers thousands of infants every year.

Saudi Arabia Vies for Influence in Africa With New Club
- Saudi Arabia wants to bring several states lining the Red Sea and
Gulf of Aden into a bloc to improve trade and maritime navigation,
according to state-run media.
Saudi
King Salman bin Abdulaziz met at his Riyadh palace with foreign
ministry officials from Egypt, Djibouti, Somalia, Sudan, Yemen and
Jordan “to look into establishing an entity for Arab and African states
on the Red Sea coast,” Saudi Press Agency reported on Wednesday. They
discussed ways to promote commerce and investment, as well as to protect
shipping, Al Ekhbariya said. Saudi Arabia wants to bring several states lining the Red Sea and
Gulf of Aden into a bloc to improve trade and maritime navigation, according to state-run media.

View of geopolitical, economic dynamics in the Horn of Africa
"I have been reading some reports on changes in the Horn of Africa by one
commentator and I found myself confronted by what US President Trump
has now famously branded as “fake news.” Mohamed
- Rather than taking the time to consult deeply with those whose expertise
would allow for these changes to be understood in depth, some
commentators, instead have dwelt on rumors, speculations and the
proffering of biased political agendas. It has been insinuated that the Horn of Africa’s regional economic
integration pact bringing together Ethiopia, Eritrea and Somalia will
leave Somaliland as the biggest losers.
One report titled “Winners and Losers in Horn of Africa’s regional
economic pact” created a totally misplaced opinion on Somaliland.

Discussing Gender within the Somaliland Coast Guard context in Hargeisa
- The Somaliland Constitution recites at Article 8.1 that “All citizens of
Somaliland shall enjoy equal rights and obligations before the law, and
shall not be accorded precedence on grounds of colour, clan, birth,
language, gender, property, status, opinion”.
This very principle was among the topics discussed during the “Gender in the Somaliland Coast Guard” workshop organised in Hargeisa by EUCAP in cooperation with NAGAAD, an NGO representing of 46 women’s organizations across the Somaliland, advocating for women’s rights. Eight Somaliland Coast Guard officers (five women three men) participated in the workshop organised by EUCAP, held on 9 December.

Diminishing Influence of Traditional Elders on Peace and Reconciliation in Somaliland
- Similar to many other African countries, Somaliland
enjoyed traditional mechanisms of conflict resolution and
peace-building processes led by Somali traditional elders in the past
centuries. The elders had exercised comprehensive informal systems and
regulations to address the community conflicts including clan conflicts,
land disputes and livestock fights. Traditional elders practiced the
Xeer-Law to govern the social issues, harmonize the conflicting
interests of the community and building consensus to their differences.
Sultans and Aqils particularly have been the main source of upholding
reconciliation processes, bringing stabilization initiatives,
maintaining peace and building safer lives to Somali community. They
served as a connection bridge between the government and the communities
and built sustainable relationships to collaborate their respective
roles.

Faces of Africa: Lessons from my Heritage
- Hargeisa, the capital city of the self declared state of Somaliland, is Sada Mire’s home away from home. Sada lives and works in the Netherlands. A professor of Archaeology
at the University of Leiden, during the holidays, she returns to
Somaliland to extend the research works she started many years ago.
While in high school in Sweden, she began to be confronted with
issues of personal identity, and understanding her historical roots and
heritage. Just an hours drive north of Hargeisa, Aw-Barkhadle is one of the
first heritage sites where Sada begun her Archaeological work. This
remarkable site hosts the ruins of an ancient city and an Islamic
shrine, that sheds light on the ancient history of the region.

- Last Friday’s Somaliland’s Investment Conference in Nairobi may have proceeded unnoticed by many. However,
unknown to most Kenyans, the event also served a major political
purpose for Somaliland, including rekindling ties with Opposition leader
Raila Odinga.
According to initial arrangements, the former Prime Minister was supposed to attend the event as chief guest – but opted out at the eleventh hour. Nonetheless, Mr Odinga, who is African Union’s High Representative for Infrastructure Development, is understood to have met the Somaliland delegation in private ahead of the event.

The fight to protect Somaliland’s wildlife
- Somaliland,
an unrecognised former British colony in the Horn of Africa, has been
described as the African miracle that nobody knows about. It lies in a
region facing severe challenges: political instability, the rise of
extremism and conflict. But Somaliland has, somehow, managed to avoid
these threats. It remains severely poor and is still recovering from
three consecutive years of drought. Yet tonight senior Somaliland
ministers, British MPs and campaigners are meeting in the House of
Commons to see how it can begin what seems an improbable journey: to
join the fight against the illegal wildlife trade.
You’d be forgiven for thinking protecting wildlife in a country
facing so many human problems is unlikely. But as someone who has
reported from the drought in the region and who has family living in the
midst of it, I can tell you it isn’t. Political instability in fragile
places such as east Africa is more linked to conservation, climate
change and the illegal wildlife trade than you think.

Burao University in Somaliland becomes ICDL Accredited Test Centre

- Specto held one-week workshop for three ICT trainers at the University
of Burao, in Somaliland, to certify them with ICDL skills. The trainers
were tested on the four ICDL Base modules, as well as the Presentation,
Using Databases, Online Collaboration, Image Editing, Project Planning
and IT Security modules.
Another workshop was held for students of the IT faculty, which
included information about the ICDL modules, the programme’s benefits,
the examination process, and demonstrations of some chosen skills from
different modules.
